Much of it goes unspent, or gets spent badly, because the road from "we need to digitalise" to "here is a well-built project that wins the grant" is longer than it looks.
Each step is a separate contract, awarded through a proper procedure. No contract splitting, no surprises, and nothing ties you to step two until step one gives you something useful.
One to three days with you, on site. You get a written report of 15 to 25 pages that your local council can read and discuss. We tell you which funding lines you qualify for now, and what can realistically be done next.

The "digital transformation" package. Tighter eligibility, a longer application, a bigger scope. Suited to cities and counties that already have a digitalisation strategy, or are close to one.
Regional operational programme for Cluj, Bistrița-Năsăud, Maramureș, Sălaj, Satu Mare and Bihor counties. Smart specialisation, modernising public administration, services for citizens.
Administrations classified as "essential entities" under NIS2 have compliance deadlines that carry the force of law. Dedicated funding lines are announced through DNSC. Worth finding out your classification before the deadline ends up standing in for a strategy.
You probably don't need anything else. You need the system you already have to talk to ANAF, to the cadastre, to your accounting records, and to the reports the mayor actually reads. Most of our work with city halls is integration and a data layer, not replacement.

No. Article 11 of Law 98/2016 prohibits splitting contracts to get around procurement thresholds, and we won't propose it. If your work goes over a threshold, we run the SEAP procedure that matches its size. It takes a few weeks longer, and it stays clean.
